Phoenix Gas are are real pain in the ass! They really are. Big firms usually do have their own particular brand of madness and Phoenix Gas is no exception. My gas meter is sunken into the ground in an ugly brown tin box that is not water proof. Year by year my meter gets soaked, sodden - two orthree times a year it needs replaced.
