TAX INCREASE: The town of Livonia, Mich., is not raising taxes. It is, however, suffering a shortfall in revenue, so it plans to charge a 1% "administrative fee" to process citizens' property tax payments. Such a fee is allowed by state law, and many municipalities do it, officials say. But it's not all bad news for the area: in exchange, the town has said it will stop charging public schools a fee to collect their portion of the taxes, which was costing them about $434,000 per year.
